Lilian Fenn

Lilianne Fan is a cultural anthropologist and humanitarian expert, currently serving as a Fellow at the Centre for Policy Development (CPD) in Australia. She brings over two decades of experience in forced migration, refugee protection, and humanitarian policy, with a strong regional focus on Southeast Asia. 

Lilianne is the Co-Founder and International Director of the Geutanyoe Foundation, which works to support conflict-affected and stateless communities in Malaysia and Indonesia. She also chairs the Rohingya Working Group of the Asia Pacific Refugee Rights Network and heads the Secretariat of Malaysia’s All-Party Parliamentary Group on Refugee Policy. Her career has included key roles in international disaster response and recovery efforts, such as working with the UN in Haiti following the 2010 earthquake, advising the ASEAN Special Envoy in post-cyclone Myanmar, and supporting post-conflict governance in Aceh, Indonesia. 

Previously, she served as Senior Policy Coordinator for Oxfam International in Aceh and Nias. Lilianne holds a Master’s degree in Anthropology from Columbia University in New York. At CPD, she contributes her deep expertise to shape inclusive, rights-based policy responses to displacement and humanitarian challenges across the Asia-Pacific.
